Restaurant Electrical Requirements Ottawa: Amps, Upgrade Cost and ESA Permits in 2026

Restaurant electrical requirements in Ottawa start with one number: a full kitchen usually needs 400-amp service or higher, where a cafe often runs on 200-amp. Most spaces built for retail or office use cannot power a commercial kitchen, and finding that out late is the most expensive surprise in a fit-up. Getting from one to the other means a load calculation from a licensed electrical contractor, a notification of work filed with the Electrical Safety Authority and, if the supply itself has to grow, a request to Hydro Ottawa that comes back as a document called a customer layout. Budget roughly $15,000 to $40,000 for a panel-level upgrade and $30,000 to $80,000 for a full service upgrade, plus utility costs that are quoted job by job and are published nowhere. Two words get used for two different jobs here and the difference is most of the money. A panel upgrade changes the equipment inside your unit. A service upgrade changes how much power the utility delivers to the building in the first place. Owners search for the first and often need the second. Both terms run through this post because both jobs come up.

How do you know the space needs an electrical upgrade?

You add up the connected load of the equipment you actually plan to install, then compare it to what the panel and the service can carry. That is the whole test, and it happens on paper before anyone opens a wall.

The trigger list is short and predictable. Electric cooking equipment is the big one, because a fryer bank, a flat top or a combi oven pulls far more than any retail tenant ever ran in that space. Then refrigeration, walk-ins, a commercial dishwasher and the make-up air unit that comes with a Type 1 hood. Make-up air is the one that catches people. It is sized off the exhaust and it has to be tempered for an Ottawa winter, which means a heating load nobody counted. Take the equipment schedule to a licensed electrical contractor early, ideally before you sign. It is a short exercise and it is the difference between a known number and a mid-project stop. How many amps does a restaurant kitchen need in Ottawa?

There is no single answer, because it tracks your equipment and not your square footage. As a working reference for Ottawa fit-ups:

Treat these as starting points and not as a spec. Two restaurants the same size land in different places depending on whether they cook on gas or electric and how much refrigeration and ventilation they run. The load calculation is the real answer. What is the difference between a panel upgrade and a service upgrade?

A panel upgrade replaces or adds distribution equipment on your side of the meter. A service upgrade increases the capacity of the supply itself, which pulls in Hydro Ottawa and reaches back to the meter, the service conductors and sometimes the transformer.

If the building already has spare capacity and the constraint is only your unit's panel, you are in the cheaper job. If the building's service is maxed out, or the landlord has already allocated the spare capacity to other tenants, you are in the more expensive one. In a multi-tenant building this is worth asking the landlord in writing during due diligence. The answer moves your budget by tens of thousands of dollars and you cannot see it by looking at the room.

The two construction ranges are Noblestar Construction's own figures from Ottawa commercial fit-ups, not published rates. They move with the length of the run, whether the supply is overhead or underground, how much of the existing gear can stay and whether a new service has to be pulled from the street.

Ignore the panel upgrade pricing you find in a general search. Nearly all of it is residential, it sits in the low thousands and it describes a job with no commercial kitchen load, no three-phase equipment and no utility application. It is not a useful benchmark for a restaurant.

The ESA figures are published and current. The commercial fee guide effective April 1, 2026 sets a minimum notification fee of $92 , with low-voltage consumer service fees stepping by size at the contractor rate: $91 for 0 to 225 amps, $158 for 226 to 799 amps and $352 at 800 amps and above. Note that the $91 row sits below the $92 minimum, so a standalone small service notification bills at $92 rather than $91. Filing it yourself instead of through your contractor costs more at every step. Distribution equipment, heating and cooking apparatus over 5 kW and devices in groups of ten are each priced separately and added on, so a real restaurant notification is a build-up rather than one flat fee.

Do you need a City of Ottawa building permit for electrical work?

No. The City of Ottawa does not permit or inspect electrical installations at all. Its own FAQ says plainly that "the City does not regulate electrical installations and thus a Building Permit is not required for work that is exclusively electrical", and directs that work to the Electrical Safety Authority.

That is the answer to the narrow question and it is also where people go wrong. Almost no restaurant fit-up is exclusively electrical. The moment you alter the space, add a hood, move plumbing or change the use of the unit, you need a City building permit for that scope, and the electrical rides alongside it under ESA rather than replacing it. Ottawa's permit fee for a fit-up with no new floor area is $12.75 per $1,000 of the assessed value of the work with a minimum of $117, per the Building Code Services fee schedule effective January 1, 2026 . Sending someone to the wrong desk wastes weeks. Building, plumbing and mechanical go to the City. Electrical goes to ESA. Hood suppression goes to Ottawa Fire Services. Kitchen layout and sinks go to Ottawa Public Health.

What does ESA actually require?

ESA calls it a notification of work rather than a permit, and the person doing the work files it. Not you. ESA is blunt about this: "Never take out a notification on behalf of someone else" , and its guidance treats a contractor asking you to file in your name as a red flag.

File it before the work starts. ESA's notification page states that you must file before starting electrical work. Its property owner and manager obligations page  words the same duty as filing "before or within 48 hours of the electrical work starting". Both pages are ESA's own. Treat the 48 hours as the outer edge of compliance and not as a planning allowance, because the page written for consumers gives no grace at all and you gain nothing by testing it.

The contractor has to be licensed. Under Ontario Regulation 570/05, section 3 , no person shall operate an electrical contracting business without an electrical contractor licence. ESA puts it in plainer terms for anyone hiring a general contractor: confirm that a licensed electrical contractor will do the electrical work. You can check any licence yourself in about a minute on the ESA contractor locator tool , filtered to commercial and industrial. Do that before you sign a subcontract, not after.

The code in force is the Ontario Electrical Safety Code, 29th edition, 2024, adopted under O. Reg. 164/99 and effective May 1, 2025 . One recent change matters for scheduling. ESA raised the plan review threshold in Rule 2-010 from 10 kW to 12 kW as of July 6, 2026. Whether your project trips plan review is a question for your contractor and ESA, and it is worth asking early, because ESA aims to start a low-voltage plan review within 10 to 20 business days, and 20 to 30 business days where customer-owned high-voltage equipment is involved, counted from the date the plan review notification is issued rather than from the date you submit. An incomplete package never starts that clock.

Note what ESA does not publish. It sets targets for plan review and nothing comparable for an ordinary inspection, and it states that it decides which installations to inspect at all. Anyone quoting you a guaranteed inspection date is making it up.

How does the Hydro Ottawa process work?

You submit an Electrical Service Request form, Hydro Ottawa contacts you, and you receive a customer layout that sets out the work and the estimated cost. You pay what the layout says before anything gets scheduled.

Hydro Ottawa publishes the sequence on its business electrical service requests page , and two numbers on it are worth writing down. It asks you to submit the form three to four weeks before you start your project. And it commits to contacting you within ten business days from the date the form was submitted. The ten days is to make contact and start the conversation, not to finish the layout.

Two details owners miss. Each property gets one free customer layout per rolling twelve month period, so a speculative request burns the free one. That layout may include an initial site review, a cost estimate and an assessment of the service loading, it excludes emergency services, and extra charges can apply if further work is needed, if the site is not ready when a crew is dispatched or if you revise the initial layout. Once the fees are paid you call 613-738-6418 to schedule the work.

Hydro Ottawa also says outright that in some cases it needs more time to order equipment or coordinate with other utilities. That is the polite version of the lead time that lands on your critical path.

There is no published timeline from application to energization for a standard commercial service upgrade. Hydro Ottawa's Conditions of Service , version 9, effective January 16, 2023, gives no end-to-end number. Treat any specific figure you are given verbally as an estimate and get it in writing.

There is no published price either. Costs come back in your layout, assessed on a cost recovery basis. The basic connection credit that reduces a connection charge applies only to residential services, so a commercial customer does not get that deduction and the cost of the service is recovered from you. Depending on the project you may also face a capital contribution set by an economic evaluation, and Hydro Ottawa can require a deposit as a letter of credit, cash, a surety bond or a third-party guarantee. Hydro Ottawa also requires an ESA connection authorization certificate before it will energize the installation.

When does an upgrade turn into a transformer project?

When the load outgrows what a secondary service can carry. That call is Hydro Ottawa's alone to make.

The Conditions of Service sets ceilings on secondary supply. A 120/208 volt three-phase four-wire service runs up to 800 amps underground, which covers most restaurants comfortably. A 347/600 volt three-phase service is capped much lower, at 200 amps overhead or underground in designated areas, or 400 amps underground in designated downtown areas. Above the ceiling, larger services may require a primary supply, and the document states that the decision on whether a transformer vault or pad-mount transformer is required rests solely with Hydro Ottawa.

This is the scenario that kills schedules. For primary service connections, Hydro Ottawa's own specification asks customers to make contact at least 10 months before the desired connection date, and 24 months or more where a major expansion of the distribution system is needed. Where existing transformers have to be replaced or upgraded, the completed load summary is due at least 8 months before the transformers are needed on site. Ten months. If your restaurant needs primary service and you found out during construction, the project is not late, it is a different project. On a downtown Ottawa site with a large kitchen, ask the capacity question in month one.

What order does a restaurant electrical upgrade happen in?

  1. Build the equipment schedule and get a load calculation from a licensed electrical contractor. Before signing the lease if you can.
  2. Confirm with the landlord in writing what service capacity is available to your unit.
  3. If the service has to change, submit the Hydro Ottawa Electrical Service Request form. Their guidance is three to four weeks ahead of the project.
  4. Receive and pay the customer layout.
  5. Your contractor files the ESA notification of work before starting.
  6. Plan review if the project trips the 12 kW threshold. Then build.
  7. ESA inspects and issues a connection authorization.
  8. Hydro Ottawa energizes.

One trap at the end of that list. An ESA connection authorization is valid for up to six months from the date of issue . Restaurant fit-ups stall, and if yours stalls long enough that clock runs out and you are arranging it again.

Why do restaurant electrical upgrades run late?

Almost never because the electrical work is slow. It is the sequence. The panel change itself is a matter of days. What stretches is the utility application, the equipment lead time and the gap between finding out you need more power and having someone qualified put a number on it.

The pattern is always the same. The lease gets signed on a space that looked fine, the equipment list gets finalized two months later, and the load calculation lands on someone's desk in week six of a twelve week build. By then the utility request has not been submitted and nobody can compress it. A restaurant fit-up in Ottawa typically runs 10 to 16 weeks of construction, and a service upgrade discovered halfway through does not fit inside that. Second-generation restaurant spaces are the way around most of this, because the service was sized for a kitchen once already. That is a real part of why they save 30 to 50 percent over a cold shell. Do not assume it though. A pizza place, a fry-heavy diner and a bubble tea shop draw power in completely different ways, and a service sized for one can fall well short for the next. While you are checking the panel, check the grease trap and the hood too, since those are the other two items that turn a cheap takeover into an expensive one.

Who pays for a restaurant electrical upgrade, the landlord or the tenant?

That is a lease question, not a utility question. Hydro Ottawa quotes the work to whoever applies. Whether the cost lands on you or gets covered by the landlord depends on the work letter and on the tenant improvement allowance you negotiated. Electrical capacity is one of the strongest arguments a tenant has in that negotiation, because the upgrade stays with the building and benefits the next tenant as much as it benefits you. Make the argument before you sign, not after.
